Lagos State University, on Friday, 31st July 2026, received officials of the Lagos State Health Management Agency (LASHMA) on a compliance and monitoring visit to assess the University’s implementation of the Lagos State Executive Order on the mandatory subscription to the Lagos State Social Health Insurance Scheme (ILERA EKO).\u200e\u200e<\/p>\n\n\n\n

The monitoring exercise, conducted at the instance of the Lagos State Head of Service, Mr Bode *AGORO*, formed part of a statewide assessment of tertiary institutions to evaluate their level of compliance with the Executive Order and identify areas requiring further improvement.\u200e\u200e<\/p>\n\n\n\n

Welcoming the delegation on behalf of the Vice-Chancellor, Dist. Prof. Ibiyemi *OLATUNJI-BELLO*, mni, NPOM, the Deputy Vice-Chancellor (Administration), Prof. Oluwatoyin *ENIKUOMEHIN* received the LASHMA team led by the Coordinator of Regulations, Mr Tosin *AWOSIKA*, alongside the Registrar, Mr Emmanuel A. *FANU*, who was represented by Senior Deputy Registrar, Mr Hameed *LAWAL,* and the University Bursar, Mr Yusuf *OLABISI*. <\/p>\n\n\n\n

Speaking during the meeting, Mr *AWOSIKA* explained that the visit was the Agency’s third compliance assessment of the University. He disclosed that LASU had successfully met three of the four major compliance requirements earlier identified by the Agency, while acknowledging the University’s steady progress towards full compliance.\u200e\u200e<\/p>\n\n\n\n

He stated that the assessment focused on key compliance areas, including the enrollment of permanent and contract staff into the ILERA EKO Health Insurance Scheme, proof of health insurance enrolment before accessing relevant services, the availability of information on the scheme through the University’s communication platforms, the establishment of a functional ILERA EKO Desk, and the enrolment of students into the health insurance scheme.\u200e<\/p>\n\n\n\n

Responding on behalf of the Vice-Chancellor, the Deputy Vice-Chancellor (Administration) reaffirmed LASU’s commitment to implementing the Executive Order, noting that staff and student enrolment into the scheme remains a continuous exercise.

\u200eAccording to him, health insurance enrolment has been fully integrated into the University’s admission and registration procedures, making it a requirement for newly admitted students. He further explained that staff verification and policy activation are ongoing to ensure that all eligible employees are properly enrolled and able to access healthcare services.
\u200eOn contract staff, the University clarified that many are already covered under other approved health insurance schemes. Consequently, such staff are required to provide evidence of existing health insurance coverage where applicable, rather than being enrolled under multiple schemes.

\u200eThe University also informed the monitoring team that information relating to the ILERA EKO Scheme is available through its secure digital platforms and student registration portal, while explaining that personal policy information cannot be publicly displayed in line with data protection requirements. Management equally confirmed that a fully functional ILERA EKO Desk has been established to provide guidance and support for both staff and students.<\/p>\n\n\n\n

Contributing to the discussion, the University Bursar, Mr Yusuf *OLABISI*, highlighted the significant progress made since LASHMA’s previous visit. He explained that enrolment remains an ongoing exercise because of the University’s dynamic population, with new staff being recruited regularly while students graduate, defer admission, return from a leave of absence, or gain fresh admission each academic session.\u200eHe assured the delegation that the University would continue to strengthen its compliance efforts and promptly address every outstanding requirement.\u200e\u200e<\/p>\n\n\n\n

In his remarks, Mr *AWOSIKA* stressed that enrolment alone was insufficient, noting that beneficiaries must complete policy activation before they can enjoy healthcare services under the scheme. He further disclosed that LASHMA is intensifying the monitoring of accredited healthcare providers across the State to ensure quality service delivery, while encouraging beneficiaries to report complaints through the Agency’s dedicated feedback channels. He added that hospitals found to be consistently violating service standards risk sanctions, including possible delisting from the scheme.\u200e\u200e<\/p>\n\n\n\n

The meeting ended with both parties reaffirming their commitment to strengthening collaboration towards achieving full compliance with the Lagos State Social Health Insurance Scheme.\u200e<\/p>\n\n\n\n

Speaking on behalf of the University Registrar, Mr Hameed *LAWAL* expressed appreciation to LASHMA for the monitoring visit and assured sustained efforts aimed at ensuring that all eligible staff, students and other stakeholders fully comply with the provisions of the Executive Order.\u200e\u200e\u200e<\/p>\n\n\n\n
